Mayor's Announcements Minutes: On behalf of The Worshipful The Mayor of Test Valley, the Deputy Mayor made the following announcements:
Sadly, Lieutenant Colonel Brian Page, a former Mayor of Test Valley had died. Brian served as a councillor from 2003 -2019. Condolences from Test Valley Council were sent to his family and friends.
The winning design for the Platinum Jubilee card sent to Her Majesty The Queen, on behalf of the Mayor and residents of Test Valley was designed by Pippa Lyons from North Baddesley Junior school.
The Mayor noted a number of events that had taken place as part of Her Majesty’s Platinum Jubilee celebrations over the bank holiday weekend. The St Mary's Church Tea Dance had been a great success as had the Charlton Music in the Park and lighting of Jubilee Beacon which was well attended. The Romsey Tea Party "Hundreds in the Hundred" had attracted over 5,000 people.
The Mayor thanked those members and officers who attended the Civic Service on Saturday 4th June, at Romsey Abbey to celebrate the Queen's Platinum Jubilee.
The Mayor had also attended the Brendoncare Garden Jubilee Party on 2nd June and met residents.

Resolved:
That the Annual Governance Statement for 2021/22 be approved and that the Leader and Chief Executive be authorised to sign it on behalf of the Council.

Climate and Ecological Emergency Bill
Resolved: 1. That the findings of the Climate and Ecological Emergency Bill panel set out in Annex 2 to the report be noted. 2. That it be noted that the panel could not come to a firm conclusion on whether or not the motion (contained at Annex 1 to the report) relating to the Climate and Ecological Emergency Bill could be supported; however as the Bill will not be progressing, as the 2021-2022 session of Parliament has prorogued, it is recommended that the work of the panel be concluded. 3. That the recommendations of the panel, as set out in paragraph 6.2 to the report, be considered as part of future reviews of the Council’s Climate Emergency Action Plan.

Questions under Rule 11.1 Minutes: Councillor Parker asked a question in relation to page 364 of the minute book, minute number 553 – Questions under Rule 11.1. Councillor Parker asked the Leader whether any further response had been circulated with regards to work being undertaken to look at the impact of covid-19 and new ways of working on residents and the role of Councillors?
Councillor P North advised that he was waiting a request from Councillor Parker to specify the information he wished to receive and that he would be happy to provide further details. |

Overview and Scrutiny Chairman's Annual Report PDF 239 KB The Overview and Scrutiny Chairman will present the Committee’s Annual report. Minutes: Councillor Lodge, Chairman of the Overview and Scrutiny Committee for the year 2021/22 presented an overview of the work undertaken by the Committee during the year which highlighted progress made by the Committee and key achievements.
During the 2020/21 the Committee had undertaken a range of activities includingcontributions on the implementation of the new Environment Act; Council communications; the annual Corporate Action Plan; development of the new Corporate Plan; and exploration of the potential of the green economy.
