To approve an updated Statement of Community Involvement for Public Consultation.

Consideration was given to a report of the Planning Portfolio Holder which set out the consultation measures that the Council will undertake when consulting on planning policy documents and publicising planning applications.

 

The Statement of Community Involvement (SCI) complements the Council’s broader commitment contained within its Corporate Plan with regards to promoting positive community engagement with local communities, businesses and interest groups. The preparation of an SCI is a legal requirement and once adopted, the Council needs to be consistent with its content.

 

Having considered the options and for the reasons set out in the report, Cabinet agreed to the following:

 

Resolved:

1.  That the draft Statement of Community Involvement in Planning (2022), attached at Annex 1 to the report, be published for public consultation.

2.  That the Head of Planning Policy and Economic Development, in consultation with the Planning Portfolio Holder, be authorised to make changes of a minor nature.

Exclusion of the Public

That, pursuant to Regulation 4 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, the public be excluded from the meeting for the consideration of the following report on the following matters on the grounds that they involve the likely disclosure of exempt information as defined in the following Paragraphs of Part 1 of Schedule 12A of the Local Government Act 1972, as amended, indicated below. The public interest in maintaining the exemption outweighs the public interest in disclosing the information for the reason given below:

 

Property Matters  Paragraph 3

It is considered that this report contains exempt information within the meaning of paragraph 3 of Schedule 12A of the Local Government Act 1972, as amended in that it contains ‘information relating to the financial or business affairs or any particular person (including the authority holding that information)’.  It is further considered that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Property Matters

Finance and Resources

To consider delegation of authority to the Head of Property and Asset Management.

Decision:

Consideration was given to the report of the Finance and Resources Portfolio Holder which considered a property investment proposal.

 

Having considered the options and for the reasons set out in the report, Cabinet agreed to the following:

That, to the extent that the Head of Property and Asset Management is not already delegated authority to do so, he, in consultation with the Finance and Resources Portfolio Holder be authorised to submit such TVBC owned sites as may be deemed appropriate for Strategic Housing and Land Availability Assessment (SHELAA).

Having considered the options and for the reasons set out in the report, Cabinet agreed to the following:
