Development shall be carried out in accordance with the approved details.

Reason:  To ensure the development has a satisfactory external appearance in the interest of visual amenities in accordance with Policy E1 of the Test Valley Borough Revised Local Plan (2016).

 

4.

No development shall take place above DPC level of the development hereby permitted until full details of hard and soft landscape works have been submitted and approved. Details shall include-where appropriate: proposed finished levels; means of enclosure; planting plans; written specifications (including cultivation and other operations associated with plant and grass establishment); schedules of plants, noting species, plant sizes and proposed numbers/densities. The landscape works shall be carried out in accordance with the implementation programme and in accordance with the management plan.

Reason:  To improve the appearance of the site and enhance the character of the development in the interest of visual amenity and contribute to the character of the local area in accordance with Policies E1 and E2 of the Test Valley Borough Revised Local Plan (2016).

 

 

5.

No development shall take place above DPC level of the development hereby permitted until a schedule of landscape implementation and maintenance for a minimum period of 5 years has been submitted to and approved in writing by the Local Planning Authority. The schedule shall include details of the arrangements for the phasing of the implementation and ongoing maintenance during that period in accordance with appropriate British Standards or other recognised codes of practise. REFUSED for the reason:

 

 

1.

The proposed development would, in conjunction with the cumulative vehicular movements associated with it and the adjacent Forest Extra site, lead to a clear and severe impact on the function, safety and character of the local highway network, and surrounding areas.

 

In the context of “function”, the proposal would lead to a level of traffic that would mean it would no longer be feasible for the road to function properly given that there is currently insufficient, and future, provision for vehicles passing bays leading to a loss of function to the network for other road users.

 

In the context of “safety”, the proposal would increase the number of large vehicles (HGV’s and vans) onto the network that would conflict with pedestrians and cyclists of the network.

 

In the context of “character” the proposal would result in increased damage to verges and overhanging trees arising from increased, heavy-vehicle, usage along the highway network, to the detriment of its character.

 

While the Local Planning Authority acknowledge the economic benefits of the proposal on the availability of employment floor space in the Borough (including jobs and investment) the benefits of the proposal do not outweigh the significant harm that would be created on the highway network. The proposed development is contrary to Policy T1(d) of the Test Valley Borough Revised Local Plan (2016), and Para 109 of the National Planning Policy Framework (2019).
