The Chairman introduced the representatives speaking on the application.

The Sub-Committee considered the application for a new Premises Licence, submitted by Breach Farm Brewing Limited in respect of premises at Haydown Farm, Wiremead Lane, East Cholderton, Andover.

The application sought sale of alcohol for consumption both on and off the premises as follows:

On Sales & Off Sales  Off Sales Only

Monday  nil  11:00 to 16:00

Tuesday  nil  11:00 to 16:00

Wednesday  nil  11:00 to 16:00

Thursday  16:00 to 20:00  11:00 to 16:00

Friday  16:00 to 21:00  11:00 to 16:00

Saturday  12:00 to 21:00  11:00 to 12:00

Sunday  13:00 to 18:00  nil

The application had attracted representations, necessitating determination at a hearing.

The three applicants were invited to address the Sub-Committee.  Members were given the opportunity to ask questions of the applicants.

The Objectors and Supporters were invited to address the Sub-Committee.  Members were given the opportunity to ask questions.

All parties were given the opportunity to ask questions of each other.

The Chairman adjourned the meeting to enable the Sub-Committee to consider the matter.

Upon return, the Chairman informed the meeting that the Sub-committee, in reaching its determination upon the matter, had had regard to the National Licensing Guidance issued under Section 182 of the Licensing Act 2003, Test Valley Borough Council’s own Licensing Policy, together with the representations made at the Hearing and in writing.

DECISION

In reaching its decision on this application, the Sub-Committee had had due regard to the National Guidance issued by the Secretary of State under s182 of the Licensing Act 2003, to the Council’s own Statement of Licensing Policy, and together also to the written representations duly made prior to today’s hearing, and to the oral representations made here today.

Resolved:

 

That the application for a new Premises Licence be granted.
