To consider allocating the £112,403 Welcome Back Funding allocated to Test Valley.

Decision:

That the Head of Community and Leisure, in consultation with the Head of Finance and Revenues, be authorised to allocate Test Valley Borough Council’s allocation of the “Welcome Back Fund” as described in paragraph 6.2 of the report.

Minutes:

Consideration was given to a report of the Community and Leisure Portfolio Holder which sought authority to allocate the £112,403 funding available for Test Valley to the ‘Welcome Back Fund’.

 

In answer to a question The Community and Leisure Portfolio Holder reported that the allocation of the funding was broadly based on population.  He was also supportive of the request that the Economic Development Portfolio Holder and the Economic Development Officer would be consulted on the allocation of Funding and confirmed that consultation would be carried out with the Romsey Town Council and Romsey Future.

 

The Council has received an allocation of £112,403 of Welcome Back Funding.  The fund intended to allow and enable local authorities in England to put in place additional measures to create and promote a safe environment for local trade, tourism, particularly in the High Streets, as their economies reopen.

 

Having considered the options and for the reasons set out in the report, Cabinet agreed the following:

That the Head of Community and Leisure, in consultation with the Head of Finance and Revenues, be authorised to allocate Test Valley Borough Council’s allocation of the “Welcome Back Fund” as described in paragraph 6.2 of the report.

To consider approval to fund 6 projects within the borough from the Council’s CIL receipts.

That the applications for CIL funding set out in this report are determined in accordance with the recommendations contained in paragraph 3 and release of £1,202,808 be authorised.

Recommendation to Council

 

Minutes:

Consideration was given to a report of the Planning Portfolio Holder which set out a summary of the bids received for CIL funding during September-November 2020, an evaluation of each project and funding recommendations for each project.

 

The Planning Portfolio Holder reported that 7 projects were submitted and 6 of those projects were approved using the criteria approved by Cabinet on the 18 October 2017 and adopted by Council on the 8 November 2017.

 

Having considered the options and for the reasons set out in the report, Cabinet agreed the following:

That the applications for CIL funding set out in the report are determined in accordance with the recommendations contained in paragraph 3 and release of £1,202,808 be authorised.
