The proposal to extend the hours of operation across
three days at the site would have the effect of increasing activity
associated with a retail operation across a longer period of each
day. The additional hours would facilitate increased activity and
associated noise levels during three days which are considered to
be particularly sensitive to change. Particularly in relation to
the living conditions of residents of nearby dwellings. These
periods of time comprise Thursday evenings, Friday evenings and
Saturdays from the early afternoon through to early- evening. As a
consequence of both the increased activity associated with a retail
use operating in this rural location, and the location of nearby
residential property (1 and 2 New Cottages, and The Cottage,
Foxcotte Lane) relative to the noisy
activity the proposal would significantly and adversely affect the
quiet enjoyment of both internal- and external- private spaces that
serve these homes, to the overall detriment of living conditions in
those properties. The proposal would be contrary to Policy E8 of
the Test Valley Borough Revised Local Plan (2016).
