REFUSED for the
reason:
|
|
|
1.
|
The proposed development would,
in conjunction with the cumulative vehicular movements associated
with it and the adjacent Forest Extra site, lead to a clear and
severe impact on the function, safety and character of the local
highway network, and surrounding areas.
In
the context of “function”, the proposal would lead to a
level of traffic that would mean it would no longer be feasible for
the road to function properly given that there is currently
insufficient, and future, provision for vehicles passing bays
leading to a loss of function to the network for other road
users.
In
the context of “safety”, the proposal would increase
the number of large vehicles (HGV’s and vans) onto the
network that would conflict with pedestrians and cyclists of the
network.
In
the context of “character” the proposal would result in
increased damage to verges and overhanging trees arising from
increased, heavy-vehicle, usage along the highway network, to the
detriment of its character.
While the Local
Planning Authority acknowledge the economic benefits of the
proposal on the availability of employment floor space in the
Borough (including jobs and investment) the benefits of the
proposal do not outweigh the significant harm that would be created
on the highway network. The proposed development is contrary to
Policy T1(d) of the Test Valley Borough Revised Local Plan (2016),
and Para 109 of the National Planning Policy Framework
(2019).
